These unofficial badges were produced in 1971 to distinguish the "deep water" submariner (as opposed to the much more shallow Atlantic Ocean).
It is a fairly difficult badge to find, as it was made in relatively small quantities in the Pacific Theater during the latter years of the Vietnam War.
